I Without water there is no possible life. It is a precious asset, indispensable to all human activity.
II Freshwater resources are not inexhaustible; it is essential to preserve them, control them and, if possible, increase them.
III Altering the quality of water is harming the life of man and other living beings that depend on it.
IV The quality of water must be preserved in accordance with standards adapted to the various intended uses and especially satisfy sanitary requirements.

V When the waters, after being used, are returned to Nature, they should not compromise the subsequent use, public or private, that is made of it.
VI The maintenance of adequate vegetation cover, preferably forest, is essential for the conservation of water resources.
VII Water resources must be inventoried.
VIII For adequate water administration, it is necessary that the competent authorities establish the corresponding plan.
IX The protection of waters implies a significant effort, both in scientific research and in the training of specialists and in public information.

XI The administration of hydraulic resources should be framed more within the framework of natural basins than within the administrative and political boundaries.
